In Soviet Russia it is you Serving your Bank

Today I was very disappointed by two banking system at once: sberbank and citibank.

At first I've tried to do very basic ATM operation possible: get some cash from my bank account, while there was no Citibank ATM nearby, I used Sberbank ATM that located in the hall of our office building.
I was going to get some 900 rubles (≈ 30$) and suddenly ATM changed to "Out of Service" screen but I've got my SMS - my account was updated nonetheless I've got no money from ATM.

Well, that happens from time to time, but I decided that any accurate banking system is obliged to track any activity within their network therefore I could contact their help desk to resolve the issue.

But no one told Sberbank that USSR has gone and that it's XXI century over the edge: rude (after I told her that I'm not their customer) operator send me, well, to argue with my bank. She told me that they DO NOT KNOW whether my bank reverted transaction or not! Well, Sberbank, I've got some bad news for you...

Anyway I've called Citibank (200 banking years, sigh) and asked operator what shall I do next. She, while being very nice, told me that my only way to get my money back is to send them a customer dispute form using regular mail! That form contains lesser than few field and they obliged me to send it by paper mail!

HELLO! Bankers! It's 2012 today and your self care sites is swarming with ways of spending money, is paper mail request is really needed to get back money that were lost on your, banker system, technical fault?

Besides, another question to Sberbank: have you ever thought about daily transaction reconciliation? I can help you with that is you have no idea what it that.
